MISSION AND PHILOSOPHY

The mission of the Executive Council of Physical Therapy and Occupational Therapy Examiners is to protect the health, safety, and welfare of the people of Texas through the regulation and enforcement of the practice of physical therapy and of occupational therapy.

The Executive Council of Physical Therapy and Occupational Therapy Examiners, the Texas Board of Physical Therapy Examiners, and the Texas Board of Occupational Therapy Examiners will hold faithfully to the highest standards of ethics, accountability, efficiency, and openness. We will demonstrate to the public and those we regulate, through all of our actions, the sincerity of our desire to license and regulate consistently, fairly, and sensibly.

The Executive Council of Physical Therapy and Occupational Therapy Examiners (ECPTOTE) was created in 1993. It is an independent administrative governmental agency in which all staff employees directly support or carry out the functions of one or both of the Physical Therapy and Occupational Therapy Boards. The Executive Council staff is organized into three functional areas – administrative support, licensing, and investigations. The administrative staff supports the activities of the board members and the other staff groups in financial administration, information services, personnel administration, and general administration. While the process of issuing licenses is their predominate activity, approximately 40% of the staff’s time is spent responding to inquiries about the practice of physical therapy and occupational therapy and the two professions. The investigation staff receives and investigates all complaints against the boards’ licensees and works closely with the investigation committees of the two boards.
